Security Assistant (OA)

Provides technical advice and guidance to medical center employees, contractors, affiliates, and volunteers with regards to matters pertaining to the Personnel Security and Suitability Program. Incumbent initiates all the facility National Agency Checks (NACls),Written Inquires, Special Agreement Checks (SACs) and Minimum Background Investigation (MBI) and Background Investigation (Bl) to a centralized unit for VHA. The position is the primary source of personnel security and suitability program knowledge, with responsibility for interpreting policy originating from higher organizational levels (or national policy), developing local policy. The position Provides technical advice and guidance to employees, contractors, affiliates, and volunteers with regards to matters pertaining to e-QIP. Incumbent is responsible for maintaining an in-depth, working knowledge of Information Systems Access Operations. Responsible for maintaining an in-depth working knowledge of the PIV Program and the duties of each PIV role (e .g., PIV Applicants, PIV Sponsor, PIV Registrar, PIV Issuer, PIV Card Manager, PKI certificate recovery, Pin Re-setter, etc.). Provides technical advice and guidance to employees, contractors, affiliates, and volunteers with regard to matters pertaining to the PIV Program. Serves in the PIV office as a Registrar, Sponsor and/or issuer as required . Follows requirements outlined in Homeland Security Presidential Directive (HSPD) 12 and the Federal Information Processing Standards 201 (FIPS). Appointing, certifying, and validating (with an Appointment Letter) the identity of the Sponsor. Documenting and maintaining a list of all appointed and certified Sponsors. Determining if temporary identity badge should be issued to an applicant pending results of the Background Investigation. All other duties assigned Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. A current non-award SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Responsible for issuing access codes and accounts to all types of appointees, knowledge of regulations, policies, procedures, principles which govern the PIV program. Skilled especially in in oral communication in order to provide technical advice and guidance to customers. Performs work of a general office support nature, which encompasses a variety of different duties and responsibilities; receives and directs callers and visitors. Ability to enter, extract, and evaluate employee information via access to various computer databases. Ensure all new medical center applicants are fingerprinted prior to employment, utilizing the electronic fingerprint system. . OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school directly related to the position. . OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond level positions (except Clerk-Stenographer, which does not require specialized experience), only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. You will be rated on the following Competencies for this position:

Physical Requirements:
The work is sedentary. Typically, the incumbent sits comfortably to do the work. Although the work is sedentary, the incumbent is required to stand, bend, stoop, and walk with files, books, and documentation .Incumbent will walk to all areas of the medical center grounds and buildings within the performance of job related tasks. No special physical demands are required to perform the job, but the incumbent is at times exposed to potentially dangerous and volatile individuals that frequent his/her duty station. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
