NC17 Description of Work The NC Disability Determination Services (NCDDS) Division is the state division responsible for making medical determinations on disability claims for the Social Security Administration and state Medicaid office.
The division adjudicates over 140,000 initial disability applications, reconsiderations, reviews for continuing eligibility, and continuing disability review appeals under the Social Security and Supplemental Security Income program and disability applications for Medicaid.
Applications are forwarded to the NCDDS from local Social Security offices or in the case of Medical Assistance claims, from the County Department of Social Services.
Agency personnel are responsible for obtaining medical and vocational information on applicants, evaluating the findings under Social Security Administration (SSA) disability criteria and preparing determinations and notices to advise the Applicant of the decision on the claim.
The Training Unit is responsible for training new Federal and Medicaid Disability Analysts-In-Training to prepare them for entry into the case processing units and claim adjudication.
The training unit provides other agency training as needed including in-service training, specialty training for new medical staff, remedial training for examiners, and targeted training for returning examiners.
Beyond an increased medical knowledge in order to teach several medical and psychological based training modules, this group also must maintain a more broad and in-depth understanding of the disability processes, to include both Federal and Medicaid policies and a sound understanding of the Sequential Evaluation Process.
The Training Unit is responsible for maintaining a working knowledge of electronic claim adjudication tools and procedures.
The Training Supervisor must design, compose, construct, maintain, coordinate, and present program related training at Disability Determination Services for all members of the staff, including management.
Supervise and evaluate performance of Disability Determination Analyst Trainees during their time in the training program.
This includes lecture and presentation-based training, in-classroom assessments, and casework.
The Training Supervisor must prepare and submit projection of needs for program training based on transmission of new policy mandates or need for refresher training based on federal returns and DDS QA review findings.
The Training Supervisor formulates training materials and communicates the information to affected employees through training sessions of various length.
The Training Supervisor maintains knowledge of current developments pertaining to Social Security disability guidelines.
The Training Supervisor maintains and continues to expand skills and knowledge related to training techniques and the development of effective training presentations.
All new disability determination examiner trainees report directly to a Training Supervisor.
The number of employees under the supervision of a Training Supervisor varies with number of positions available for new disability determination examiners.
The assigned training supervisor is responsible for biweekly performance reviews to include coaching and mentoring as well as time and leave approval.

Bachelors degree from an appropriately accredited institution and four years of progressive experience as a Disability Determination Specialist; or an equivalent combination of education and experience.

A suitability determination by the Social Security Administration is necessary to determine whether an employee can be issued credentials in order to have access to Social Security disability data, records, and systems.
Following the interview process, the recommended candidate will be contacted and asked to submit to an initial pre-screen Federal background investigation through the SSA Office of Human Resources (DCHR).
If the pre-screen is favorable, a conditional job offer can be extended.
After a new hire's start date, continued employment is still contingent upon full suitability clearance through the DCHR, which entails submitting to a detailed security questionnaire and a potential interview from a DCHR investigator that may include the need for a medical release from the individual during the investigative process.
At any point during employment, a final determination by the SSA that the employee does not have a favorable suitability determination will lead to termination of employment.
